Solution

• find vsCode Installation path for （ Desktop right click software Where to open the file ）
  

• Back to the previous level file ( Right click to select Microsoft VS Code Folder -> attribute )
  

• Click on Security → edit

• add to Everyone, Then click OK
  

• by user Everyone Add full control
