                  Elemental position Property is set to fixed Then open the fixed positioning of the element 
                        - Fixed positioning is also an absolute positioning , So most of the characteristics of fixed positioning are the same as absolute positioning 
                             The only difference is that fixed positioning always refers to the viewport of the browser 
                             Fixed location elements don't scroll with the scroll bar of a web page
