这个原因有很多。我是缺少

pom.xml 的build下缺少


        <resources>
        <resource>
            <directory>src/main/java</directory>
            <includes>
                <include>**/*.xml</include>
            </includes>
        </resource>
    </resources>

导致不会编译过去，加上后在target/cleasses/包文件夹/ 下 就会有这个.xml文件
