In the second statement , The template class tells the editor that the properties window only lists from AActor  Derived classes as a choice of attributes . In the first statement , You can choose any UClass. The figure below illustrates this . 

 

Except for this UPROPERTY Beyond security , You can also get C++ Level of type security . If you try, it will be incompatible TSubclassOf Types assigned to each other , You will receive compilation errors . If you try to assign generic UClass, It will perform a runtime check to verify that it can perform the allocation . If the runtime check fails , Then the result value is nullptr.
