Workaround

Find the my.ini file in the prompt, the location is as follows

C:ProgramDataMySQLMySQL Server 8.0

Copy the my.ini file to the desktop, then open it with the system default Notepad, then save as, select the encoding as ANSI

Exit the installer, then overwrite the my.ini on the desktop with the my.ini in the original C:ProgramDataMySQLMySQL Server 8.0 path.Install again.
The above error is resolved, but a mysql startup error will be reported.Open my.ini configuration failed to write successfully, mysql installation failed.

Final processing method: Directly copy the my.ini in the corresponding directory of mysql installed before to the installation machine.Reconfigure it again.Installed successfully.
