Apex creates jobs 4001 and 4002 for “wwv_flow_cache.purge_sessions” and “mail queue” during installation.

The APEX installation comes with the following APEX related jobs which are run by the database scheduler.

APEX comes by default with the DB so if it is not being used, then it should be removed as opposed to disabling pieces of it.
