解决pycharm使用powershell出错问题

2022.1.4社区版pycharm默认使用powershell作为终端，有时会出错
因為這個系統上已停用指令碼執行，所以無法載入 pycharm
改为cmd作为终端，就不会报错，并且打开时，自动进入当前虚拟环境
