数据库启动报error_user_connect_times ＆gt; 0错误

V8R3C002B0192 版本在启动时报 error_user_connect_times > 0 is not supported by current licensefile。实际数据库版本却是企业版，不存在不支持问题。

这是个server 端BUG，不能通过修改postgresql.conf 方式修改参数，只能通过alter system 修改。
