安装 新版本cmake ＆ swig ＆ tinyspline

cmake tinyspline 报错，支持csharp需要安装swig， apt 安装版本太老，官网下载安装
下载swig
按照install 编译安装swig
安装完发现无效，取消了Csharp的接口。。。。用不到就不需要了
tinyspline
