集成积木报表报错 org.apache.catalina.core.StandardContext.filterStart 启动过滤器异常

项目中集成积木报表做一下表格，但是集成1.3.4之前的版本正常，集成最新的版本就会报错org.apache.catalina.core.StandardContext.filterStart 启动过滤器异常 这个错误。
output中报错如图
tomcat localhost log中报错如图
查阅网上的资料，大部分是让添加jar包，但并不好使。
升级tomcat版本至9.0以上，可解决问题
