MySQL的开发环境和测试环境有什么区别？？

他们和生产环境的区别我能分清楚，但是他们两个之间本身的区别我弄不太清。
只有生产环境是真正投入使用，面向用户的，而测试环境和开发环境都不是面向用户的。既然如此，为什么还要分作测试和开发呢？
开发环境里面的数据应该也是模拟的吧？不会是真正的用户数据吧？
