Eliminate the hover effect when the button is disabled

Under normal circumstances , Hovering over a button triggers hover effect , Both the background color and the text color change , When we add a disable effect to the button, we need to eliminate hover effect
Solution ： Use :not(.is-disabled) To give is not disabled （ The style class name does not contain is-disabled） Button add for hover effect
