reason ：
Because scripts are not allowed to run on this system .
terms of settlement ：
1、 Run as administrator vscode;

2、 perform ：get-ExecutionPolicy, Show Restricted, Indicates that the status is prohibited ;

3、 perform ：set-ExecutionPolicy RemoteSigned;

4、 Re execution ：get-ExecutionPolicy, Show RemoteSigned;

5、 perform ：yarn --version
