Scale SVG to container without mask / crop

problem ：

I have tried many variants of the svg parameters, but have had no joy in scaling this particular SVG. I've tried svg Many variations of parameters , But in extending this particular SVG No fun at all .

I am trying to contain this SVG into a container element that controls the size of the SVG. I tried Put this SVG Included in a control SVG Size of the container element .

I'm aiming for 500x309px. My goal is 500x309px.
