Altium Designer 19.1.18 - Protecting Locked Objects

Select menu Tools >Preferences:

Expand PCB Editor >General, check Protect Locked Objects in Edit Options, then clickOK button:

This protects locked objects from being selected.

Otherwise, the locked object can be selected:
