使用rtknavi进行RT-PPP测试

只针对官方版本的bin做讨论。PPP-RTK需要使用电离层延迟和对流层延迟产品，IGS的RTS支持电离层延迟产品的机构有CNE和GFZ，目前rtklib的rtcm3.c文件中没有对SSR的电离层延迟进行decode，所以无法使用rtklib进行PPP-RTK。另外，机构播发的phase bias在rtknavi的correction中没有发现，是否播发还需要测试下有没有该类型。phase bias的出现可以进行PPP-AR，但是rtklib的ppp是浮点解，所以有点鸡肋。具体步骤如下：
