api-ms-win-downlevel-shlwapi-l1-1-0.dll And IEShims.dll

2、 reinstall opencv-python

pip uninstall opencv-python
pip uninstall opencv-contrib-python
pip install opencv-contrib-python
pip install opencv-python

If the installation is slow, use Tsinghua source to install ：

pip install opencv-python -i https://pypi.tuna.tsinghua.edu.cn/simple
