call undefined function openssl_cipher_iv_length

现象： 访问localhost/blog/public时，报错在verdor/framework/src/Illuminate/Encryption/Encrtpter.php的84行，找不到openssl_cipher_iv_length()函数。

php.ini的extension=php_openssl.dll和extension_dir都已经正确配置了。

解决方案： 将php目录下的libeay32.dll和ssleay32.dll拷贝到apache目录的bin目录下。
